ORIGINS OF BLACK RIDGE
Before the Great War of 2077, the United States government expanded its Continuity of Government programs beyond publicly known installations such as Raven Rock and Control Station Enclave.
Hidden deep within the Allegheny Mountains of western Maryland, near a remote Appalachian formation known as Black Ridge, construction began on a top-tier classified Enclave facility.

Public records listed the region as unstable terrain with abandoned mining infrastructure and restricted communications activity. In reality, the mountain concealed a facility designed for observation, intelligence dominance and long-term survival of Enclave infrastructure.

Unlike Raven Rock, Black Ridge was never intended to directly command post-war America. Its mission was observation, intelligence dominance and long-term survival of Enclave infrastructure.
DOCTRINE OF BLACK RIDGE

The facility specialized in intelligence interception, covert warfare planning, cyber operations, satellite relay manipulation, weapons research and storage, and continuity-of-government preservation. It was designed to remain dormant for decades if necessary.
COMMONWEALTH MONITORING
By the late 2280s, Black Ridge intelligence cells had expanded into the Commonwealth. The Institute became a primary focus due to its technological capabilities and isolation.
Black Ridge monitored synth production and deployment, Railroad interference networks, Brotherhood military operations aboard the Prydwen, and Institute research activity.
Data recovered from the region contributed to advancements in stealth technology, detection countermeasures and experimental combat systems. An undeclared intelligence conflict emerged between Black Ridge and the Institute, conducted entirely in secrecy.
MODERN BLACK RIDGE ENCLAVE
Today, Black Ridge remains hidden within the Appalachian Mountains. It does not seek immediate domination of the wasteland. Instead, it operates under a long-term doctrine: the wasteland will eventually collapse under its own conflicts.
When that occurs, Black Ridge will emerge to restore order under Enclave continuity principles.
To the wasteland, it is a rumor.
To history, it is classified.

THE DISCOVERY
In 2287, a dormant Black Ridge reconnaissance team recovered an encrypted pre-war transmission originating from beneath the Appalachian Mountains. The transmission carried an authentication sequence that had not been used since October 23, 2077.
HORIZON IS OPEN.
What Black Ridge initially believed to be a malfunction within the abandoned Black Horizon facility proved to be a sealed research complex designated BLACK HORIZON — LEVEL ZERO.
PROJECT ETERNAL
Level Zero contained the remains of a pre-war Enclave continuity project designated Project Eternal. Its purpose was not immortality. It was continuity of consciousness and biological function following catastrophic exposure.
Researchers studied extreme radiation exposure combined with experimental FEV-derived cellular stabilization compounds.
If the human body could not be protected from the apocalypse... perhaps it could be taught to survive it.
THE BREACH
When Black Ridge personnel entered Level Zero, the facility classified the outside world as an ongoing extinction event. Accessing the Eternal Stabilization Chamber triggered a containment failure. The reactor began venting an unknown radioactive isotope throughout the complex. Evacuation was ordered. Then the doors locked.

THE TRANSFORMATION
With protective equipment failing and no evacuation possible, Atlas authorized use of the Eternal Stabilization Chamber. The chamber flooded their bodies with controlled radiation while introducing the remaining Project Eternal compounds directly into their bloodstream.
Their bodies began breaking down. Their hearts stopped.
Then they started again.
The chamber failed approximately seven minutes later. The four emerged from Level Zero as ghouls. Their transformation was irreversible, but their altered biology allowed them to survive radiation that would otherwise have been fatal.
THE BLACK HORIZON SURVIVORS
Black Ridge immediately classified the incident. No public record was created. The official report listed all four personnel as presumed killed in the Level Zero reactor failure. The four survivors became known as ETERNAL PERSONNEL and the BLACK HORIZON SURVIVORS.
